From 01.01.2021 United Kingdom is out of the EU trade agreement which means new agreements relating to how to live, work and trade between EU and UK organizations which change the landscape of signing overseas EU players. This is part of Football Manager 2021 with the brand new UK points-based immigration system that affects both professional footballers and talents.
If managing in England in Football Manager you’ll receive an inbox message that confirms England has left the European Union, meaning that, for example, rules about the number of foreign players are hardened. This inbox message normally appears around the 24th of November which gives you a number of new Brexit rules regarding work permits in FM21.

In Football Manager 2021 the work permit rules for players outside the EU depends on the percentage of international appearances in recent matches dependent on the player’s national association’s official nation ranking.
Other influencing factors are:
- Senior and youth international appearances
- Quality of the selling club, based on the league they are in, league position and progression in continental competition
- Club appearances, based on domestic league and continental competition minutes
