Does this league pack influence the game in any way even if I do not select any of the new leagues as playable?

It should not do so. Perhaps a minor loading increase when starting a new save when you tick load databases, but if they are in their regional folder, you won’t experience any increase in loading time for new saves.

There should be no increase of the speed of FM once playing it.
